Politics / Ghost Workers: Fg’s Savings Hit N120bn by johneewalker: Last week on Wed at 09:02am

The Federal Government on Tuesday put the cumulative savings from checking the ghost workers’ syndrome through the Integrated Payroll and Personnel Information System (IPPIS) at N120 billion

Accountant General of the Federation (AGF), Mr Ahmed Idris, said this in Abuja in a presentation on the impact of financial reforms on the Nigerian economy, at the 22nd Annual Conference of Certified National Accountants.

The three-day conference, with the theme “Sustainable Economic Management in a Recession: Issues, Strategies and Options”, was organised by the Association of National Accountants of Nigeria (ANAN).

Idris said that the savings spanned across 10 years, from April 2007 when IPPIS became operational till date.

He said the saving was not limited to detecting ghost workers, as excess personnel cost that had been channeled to non-personnel sub-heads by Ministries, Departments and Agencies (MDAs) were also recovered.

“From April 2007 when the scheme commenced to date, 459 MDAs have been enrolled with a total number of 310,453 staff.

“Over N120 billion cumulatively saved as a result of the difference between the amount government would have released to the MDAs based on appropriation, and actual amount released and paid through IPPIS.

“By the end of this month (October), we expect to make an additional N100 billion savings after the verification and capturing of the Armed Forces,” he said.

Idris said also that the Treasury Single Account (TSA) had so far saved the government N108.1 billion in account maintenance fees and other charges that would have been paid to banks for managing the accounts of MDAs.

He said that the TSA had also eliminated the bad practice of operating several accounts by MDAs, therefore making it difficult for MDAs to divert public funds.

Idris also recalled that the Government Integrated Financial Management Information system (GIFMIS) went live in April, 2012, and as at date, it had over 300 Ministries, Departments and Agencies on the system.

“GIFMIS has helped government to increase the ability of FGN to undertake central control and monitoring of expenditures and receipts in the MDAs and facilitates access to information on financial and operational performance.

“It has also helped to improve internal controls to prevent and detect potential and actual fraud.

“GIFMIS has also strengthened governance and accountability in MDAs through efficient and effective service delivery,” he said.

Meanwhile the Executive Director of Jos Business School, Mr Ezekiel Gomos, made a presentation on “SMEs as Engine of Economic Development in Nigeria”.

He said that at present, small businesses were failing due to tough operating environment, including infrastructure, regulation, policy and taxes.

Gomos said government needed to encourage SMEs by creating business friendly laws, policies and regulations that would stimulate the latent talents that millions of Nigerians were endowed with.

To make SMEs more viable in the country, he called on the government to promote policies that would favour SMEs rather, than bigger companies.

“Nigerian SMEs cannot drive economic development in the 21st century with 20th century infrastructure. There is need to develop clusters or industrial parks with basic infrastructure for SMEs.

“Also, on access to finance, there is need to make the processes and procedures to access finance less cumbersome and complex.

“We must find innovative solutions to unlock sources of capital, while the need for SME Credit Guarantee Scheme is long overdue,” he said.

Politics / Army Launches Exercise Crocodile Smile Ii In Lagos, Ogun by johneewalker: Last week on Tue at 11:05am

The Nigerian Army has launched its 2017 training operations codenamed Exercise Crocodile Smile II, in Lagos and Ogun states, areas covered by troops of 81 Division.

The force disclosed the exercise commenced in the Ogun and Lagos, on October 7, 2017 and will end on October 28, 2017.

The exercise could, however, progress to an operation when they start going after criminal elements in those states.

Spokesman of the division, Lieutenant Colonel Olaolu Daudu said in a statement, yesterday, that the exercise will also avail troops the opportunity to sharpen combat skills in the conduct of land base as well as joint riverine operation.

He added that the exercise will also feature humanitarian activities such as free medical outreaches in some selected communities and the conduct of sanitation exercises by the troops, for the benefit of host communities.

The division spokesman reiterated that the exercise may transform into real operations; to deal with emerging security challenges such as kidnappings, cultism, armed robbery, pipeline vandalism, and insurgency, among others. These, he said, are within the division’s area of responsibility.

He also said that during the exercise, troops are also expected to exhibit proficiency in equipment maintenance, reconnaissance, inter-service and inter-agency cooperation, as well as effective application of the Nigerian Army Code of Conduct and strict adherence to the Rules of Engagement (ROE), during internal security operations or disaster management when called upon, in aid of civil authorities.

The army also warned that Exercise Crocodile Smile II is not targeted at any individual or group.

“Law-abiding citizens are advised to go about their normal businesses without fear. Dates and locations of the various humanitarian activities, such as sanitation exercises and free medical interventions will be announced in due course.

“The division also wishes to allay the fears of the public, as they will witness increased movements of troops and equipment during the period.

“They are please requested to cooperate and support us, to ensure the success of the exercise, which is aimed at making the Nigerian army responsive to its constitutional roles.”

On September 13, 2017, the army launched Operation Python Dance II, in the South East.

Two days after army commenced full operations in the region. It will last till October 15, 2017. The operation is still raising dust in the region as members of the Indigenous People of Biafra (IPOB) have clashed with the army, almost immediately it was launched.

Management of the Nigerian National Petroleum Corporation (NNPC) has described the allegations of shady practices and insurbodination, levelled against the Group Managing Director, Baru Maikanti, by the Minister of State, Petroleum Resources, Dr. Ibe Kachikwu, as baseless and unfounded.

The minister, in a leaked memo to President Muhammadu Buhari, had accused the GMD of insurbonation and non-transparent dealings with regards to contract award.

Key allegations of Kachikwu include the award of $10 billion crude term contracts; $5 billion direct sales direct purchase contracts; $3 billion AKK pipeline contract; financing allocation funding contracts worth $3 billion and NPDC production service contract of $4 billion.

Following order from Buhari to react to the weighty claims, the Corporation insisted that it had not defaulted in any way with regards to procedures in awarding its multi-million dollar contracts.

In a statement signed by its spokesman, Ndu Ughamadu, the NNPC management said the input of the Board or the ministry was not required before certain contracts are awarded and executed.

“It is important to note from the outset that the law and the rules do not require a review or discussion with the minister of state or the NNPC Board on contractual matters.

“What is required is the processing and approval of contracts by the NNPC Tenders Board, the president in his executive capacity or as minister of petroleum, or the Federal Executive Council (FEC), as the case may be. There are, therefore, situations where all that is required is the approval of the NNPC Tenders Board while, in other cases, based on the threshold, the award must be submitted for presidential approval. Likewise, in some instances, it is FEC approval that is required.

“It should be noted that for both the Crude Term Contract and the Direct Sale and Direct Purchase (DSDP) agreements, there are no specific values attached to each transaction to warrant the values of $10 billion and $5 billion respectively placed on them in the claim of Dr. Kachikwu. It is, therefore, inappropriate to attach arbitrary values to the shortlists with the aim of classifying the transactions as contracts above NNPC Tenders Board limit. They are merely the shortlisting of prospective off-takers of crude oil and suppliers of petroleum products under agreed terms. These transactions were not required to be presented as contracts to the Board of NNPC and, of course, the monetary value of any crude oil eventually lifted by any of the companies goes straight into the federation account and not to the company,” the statement read.

Furthermore, the NNPC management said contrary to the assertion of Kachikwu that he was never involved in the 2017/2018 contracting process for the Crude Oil Term Contracts, “Kachikwu was, in fact, expressly consulted by the GMD and his recommendations were taken into account in following through the laid down procedure. Thus, for him to turn around and claim that ‘…these major contracts were never reviewed or discussed with me…’ is most unfortunate to say the least,” it added.

Reacting tto specific allegations of Kachikwu beginning with the Crude Oil Term Contract (COTC)- valued at over $10 billion, the NNPC management said the COTC is not a contract for procurement of goods, works or services.

“Rather it is simply a list of approved off-takers of Nigerian crude oil of all grades. This list does not carry any value, but simply state the terms and conditions for the lifting. It is therefore inappropriate to attach a value to it with the aim of classifying it as contract above Management limit.

“In arriving at the off-takers list for 2017/2018 COTC, the following steps were followed: adverts were placed in national and international print media on Monday, 17th October, 2016. The bids were publicly opened in the presence of all stakeholders (NIETI, DPR, BPP, Civil Society Organisations, NNPC SCM Division and the press as well as live broadcasts by the NTA and other TV stations) and detailed evaluation was carried out and the short list of the successful off-takers was presented to the approving authority (Mr. President) for consideration and approval.”

On the Direct Sale Direct Purchase (DSDP) contract valued at over $5 billion, the corporation said: “Like the COTC, the DSDP is not a contract for any procurement of goods, works or services, rather it is simply a list of off-takers of crude oil and suppliers of petroleum products of equivalent value. This list does not carry any value, but simply state the terms and conditions for the lifting and supply of petroleum products. It is therefore mischievous to classify it as contract and attach a value to it that is above Management’s limit.”

On the Ajaokuta-Kaduna-Kano (AKK) Gas Pipeline Contract, the NNPC said the AKK Gas pipeline project remains a contractor financed contract.

“The process adopted for this contract is as follows: Approval of project proposal and contracting strategy was given by NTB; placement of adverts for expression of interest in some National and International print media and NNPC’s website; expression of interest for pre-qualification received and evaluated. Technical and commercial tenders issued and evaluated. NTB considered and endorsed tender evaluation result for FEC approval since this contract is above NTB’s threshold subject to obtaining the following certificates of no objections: BPP certificate of no objection (obtained). Certificate of no objection from Infrastructure Concession and Regulatory Commission (ICRC) (obtained). Certificate of no objection from Nigerian Content Monitoring & Development Board (NCMDB) (being awaited). BPP and ICRC certificates have been obtained, while that of NCDMB is being awaited after which the contract will be presented to FEC for consideration and approval,” it said.

The NNPC said its contracting process is governed by provisions of the NNPC Act, the Public Procurement Act, 2007 (PPA), Procurement method and thresholds of application and the composition of Tenders Board as provided by the Secretary to the Government of the Federation (SGF) Circular reference no. SGF/OP/1/S.3/VIII/57, dated 11th March, 2009; NNPC Delegation of Authority Guide; Supply Chain Management Policy & Procedure documents and the NNPC Ethics Guide.

The statement further disclosed that it secured the nod of the approving authority of the Bureau for Public Procurement, secured the “no objection award” certificate and FEC for any of its special works which is N2.7 billion or $20 million.

“NNPC had cause to clarify severally from Bureau of Public Procurement (BPP) as to the composition of NNPC Tenders Board and the role of NNPC Board appointed by Government.

“The BPP expressly clarified that NNPC Tenders Board (NTB) is not the same as NNPC Board. The governing board (NNPC Board) is responsible for approval of work programmes, corporate plans and budgets, while the NTB is responsible for approval of day-to-day procurement implementation.

“BPP referred to the SGF circular for the composition of the NTB to compose of the Accounting Officer (GMD NNPC) as the Chairman, with Heads of Department (GEDs) as members with the Head of procurement (GGM SCM) serving as the Secretary of the NNPC Tenders Board.

“The above clarifications of the provisions of the procurement process show that approvals reside within the NTB and where thresholds are exceeded, the NNPC refers to FEC for approval. Therefore, the NNPC Board has no role in contracts approval process as advised by BPP.

“As can be seen, all these clarifications were sought and obtained prior to August, 2015 and were implemented by Dr. Kachikwu as the GMD of NNPC. Dr. Kachikwu also constituted the first NNPC Tenders Board on 8th September, 2015 and continued to chair it until his exit in June, 2016,” the statement added.

The Nigeria Centre for Disease Control (NCDC) says 31 suspected cases of monkey pox have so far been reported in seven states across the country.

Dr Chikwe Ihekweazu, the National Coordinator/Chief Executive Officer of NCDC, made this known on Monday in Abuja.

According to Ihekweazu, following the notification of a suspected monkey pox outbreak on Sept. 22, 2017 in Bayelsa, other suspected cases have been reported from six more states.

He listed the affected states as Bayelsa, Rivers, Ekiti, Akwa Ibom, Lagos, Ogun and Cross Rivers.

Ihekweazu said that samples had been collected from each suspected case for laboratory confirmation.

“Results are still being awaited. So far, there have been no deaths recorded.

“It is unlikely that many of the suspected cases are actually monkey pox, but all are being investigated.

“All the suspected cases are currently receiving appropriate medical care, and the patients are all improving clinically in their various states,’’ he said.

Ihekweazu said that the Federal Ministry of Health, through the Nigeria Centre for Disease Control (NCDC), was supporting the affected states to ensure the outbreak is brought under control and to limit further spread.

“NCDC has activated an Emergency Operation Centre (EOC) to coordinate the outbreak investigation and response across the affected states.

“The EOC is currently supporting State Ministries of Health in their response to the outbreak through active case finding, epidemiological investigation and contact tracing.

“Measures have been put in place to ensure effective sample collection and testing for laboratory confirmation.

“Risk communication activities have been heightened to advise the public on preventive measures. All 36 States and the FCT have been notified for preparedness,’’ the NCDC national coordinator said. (NAN)

No fewer than 10 people have been killed in a spate of wildfires fanned by strong winds in northern California’s wine country.

The wildfires which started Sunday also destroyed hundreds of homes and businesses and chased some 20,000 people from their dwellings.

Thousands of firefighters battled wind gusts in excess of 50 miles per hour (80 km/h) that rapidly spread 15 separate wildfires across some 73,000 acres, according to CalFire spokesman Daniel Berlant.

About 1,500 homes and commercial buildings have been destroyed throughout the region, Ken Pimlott, director of CalFire, said at a news conference.

Two hospitals were forced to evacuate in Sonoma County, state officials said.

A separate wildfire on Monday torched at least a half-dozen homes in the affluent Anaheim Hills neighborhood of Southern California’s Orange County, forcing the evacuation of hundreds of residents there, authorities said.

That blaze erupted along a freeway off-ramp and spread quickly in gusty winds to scorch some 5,000 acres (1,600 hectares) in a matter of hours, fire officials said.

The fatalities brought the official wildfire-related death toll in California this year to 13 and represented the greatest loss of civilian life from a single cluster of blazes in the state in a decade, state fire officials said.

Governor Jerry Brown declared a state of emergency for Napa, Sonoma and Yuba counties, encompassing some of the state’s prime wine-making areas, as the blazes raged unchecked and engulfed the region in thick, billowing smoke that drifted south into the San Francisco Bay area.

He later extended the declaration to include four more northern California counties and Orange County in Southern California, and requested a U.S. presidential disaster declaration to support state and local firefighting resources.

Sonoma County bore the brunt of the fatalities, with seven fire-related deaths confirmed there, according to the sheriff’s department. Two others died in Napa County and one more in Mendocino County, according to the California Department of Forestry and Fire Protection (CalFire).

Details of those deaths were not immediately available from state or local officials. But KGO-TV in San Francisco, citing unnamed California Highway Patrol sources, described one victim as a blind, elderly woman found dead in the driveway of her home in Santa Rosa, a town in Sonoma County.

Brad Alexander, a spokesman for the governor’s Office of Emergency Services, said the death toll could climb higher.

The current tally constituted 10-year record for civilian wildfire fatalities in the state, dating back to 14 who lost their lives in a series of blazes that swept San Diego County and other parts of Southern California in October 2007, according to CalFire spokeswoman Janet Upton.

About 21,780 out of 33,000 teachers failed the primary four test administered to test their competence by the Kaduna State government.

The state is therefore shopping for 25,000 new teachers as one of the plans to restore dignity and quality to education.

Governor Nasir el-Rufai of Kaduna State unveiled the planned recruitment when he received a World Bank’s delegation in Kaduna on Monday.

“We tested our 33,000 primary school teachers, we gave them primary four examination and required they must get at least 75 per cent but I am sad to announce that 66 per cent of them failed to get the requirements.

“The hiring of teachers in the past was politicized and we intend to change that by bringing in young and qualified primary school teachers to restore the dignity of education in the state,” the governor said.

He stressed that teachers would be redeployed across the state to balance the issue of teacher-pupil ratio.

“We have a challenge with the teacher-pupil ratio in the urban schools; there is concentration of teachers that are not needed.

‘’In some local government areas, it’s a teacher pupil ratio of 1-9 while in some places it’s 1-100,” he said.

The governor said that in a bid to improve the education sector, the school Directors decided to enrol their children in public schools starting from this academic session.

Speaking earlier, the World Bank representative, Dr Kunle Adekola, expressed appreciation to the state for investing in education and for the priority given to the girl child.

“This state has demonstrated and supported us to achieve our goals,” he said.

Adekola said the Bank would invest N30 million in Rigasa Primary School, which has a population of about 22,000 pupils, as part of its support for the state.

The News Agency of Nigeria (NAN) reports that the Education Intervention Fund by the World Bank and other collaborative development partners, is rendering support to about 13 Northern states and a state from each of the other four geopolitical zones of the country.

Jobs/Vacancies / Buhari’s 360,000 Jobs For Youths Ready Soon by johneewalker: This month on Sat 07 at 02:45pm

Central Bank of Nigeria governor , Mr Godwin Emefiele has explained how President Muhammadu Buhari’s promise to provide 360,000 jobs for youths nationwide, will be actualised.

Emefiele unfolded at a stakeholders’ meeting the operational framework for the Accelerated Agricultural Development Scheme (AADS), under which the jobs will be created.

He said AADS was targeted primarily at unemployed youths between the ages of 18 and 35.

Emefiele said through the scheme, a minimum of 10,000 youths in each state, willing to engage in sustainable and profitable activities along the agriculture value chain, would be employed and trained.

“I believe we are on the verge of something very significant with the AADS.

“ This scheme has been designed to create an ecosystem with the active participation of the public sector, state governments and the private sector,’’ he said.

Emefiele said the objectives of AADS included the creation of economy of scale of farming on contiguous land.

“It will also assist farmers in embracing modern farming practices, such as use of tractors and irrigation schemes.

“It aims to reduce cost of production with availability of high quality inputs at competitive prices and lowering delivery cost of extension services,’’ he explained.

Emefiele said that state governments were expected to provide contiguous arable land, basic infrastructure, more efficient extension services, training and mentoring of the beneficiaries.

“The CBN on its part will provide financing at single digit interest rates.

“Beneficiaries are not expected to come up with any physical collateral but they must be grouped into formally registered cooperatives and cross-guarantee each other.

“All loan beneficiaries must also have valid Bank Verification Numbers (BVN), which will be registered on the National Collateral Registry and used to track repayments and also blacklist any defaulters.

Emefiele said that with the release of the operational framework for the scheme, engagements with stakeholders would be continuous to ensure that the scheme began during the dry season cultivation of the outgoing year.

Also, the Minister of Agriculture, Chief Audu Ogbeh, said the Federal Ministry of Agriculture and Rural Development would be providing technical support for the project.

“We will be fully involved in the land clearing aspect of the project. In some places we will also be building dams and lakes to ensure all season farming.

“We will also provide advice because we have a team of experts at the ministry on crops, soil testing and the right kind of fertiliser so that when these young people go into agriculture, they won’t lose money,” he said.

The Governor of Kebbi, Mr Atiku Bagudu, thanked the Federal Government for recognising the significance of agriculture in economic development.

“We could not have recovered from recession as early as we did if not for the intense agricultural intervention initiated by President Muhammadu Buhari,’’ he said.

Bagudu also stressed the need to involve financial institutions, which banking models allowed them to support agriculture, for the programme to succeed.

Satellite TV service provider, TSTV says its TSTV Africa, will begin commercial operation on Nov. 1.

Its Managing Director, Mr Bright Echefu, made this known while briefing newsmen on Saturday in Abuja.

Echefu added that TSTV would launch its services with about one million decoders nationwide.

He said that at least 5,000 decoders TSTV would be released to the public next week for free, adding that it would use the first set of decoders with one month free subscription to test run its services.

“Commercialization of our decoders will resume officially on Nov. 1 and by that time, every part of Nigeria would have TSTV decoders for people to buy.

“We are releasing about one million which can go round and our target for the first quarter is one million units.

“In every quarter we will bring one million units and we are targeting four million units within the next one year.

“I can tell you categorically that some decoders will be released next week for Nigerians to test and we are going to cover the 36 states of the federation.

“These decoders are going to be free and it close to 5,000 units to test and that will last for two weeks,’’ he said.

Echefu disclosed that the delay in releasing the decoders to the public was to ensure that dealers were properly scrutinized so that the decoders do not fall into the wrong hands.

He explained that the decoder would be sold to Nigerians at a subsidized rate.

According to him, the landing cost of the decoder is N28,000.

“We don’t want a situation where someone would pick our decoders and dump them somewhere.

“That is why we are very careful because of competition.

“ We have received well over 6,000 applications and it has been overwhelming processing these people; but so far, we have been able to accredit more than 748 dealers and we have received applications from more than 3,000 of them.

“That is why we have not commercialized our services even though we are the ones losing because we have enough decoders to cover the whole of Nigeria.

“But it will be unfair with all the money put in for us to give decoders out and those decoders don’t get to the end users,’’ Echefu added.

TSTV boss said that measures had been put in place to ensure its sustainability in terms of services, pledging that the organisation would be envied by many Nigerians in the next ten years.

He disclosed that the organisation currently has 250 staff on direct employment, while it expects about 10000 to be engaged indirectly at take off.

According to him, TSTV has improved on its transmission facilities to overcome weather challenges while expressing happiness over the acceptance by Nigerians.

He praised the Federal Government for the three year tax relief granted to the company to encourage more investors to come to Nigeria.

He said that the company would consolidate on the new tax policy to grow its business in the country and recoup its investment.

On the alleged copyright infringement on two international content providers, Turner Broadcasting System and beIN sports, Echefu said the company entered into partnership agreement with every concerned organisation.

According to him, TSTV will air CNN and beIN sport channels.

He commended DSTV for creating value for Nigerian content.

The News Agency of Nigeria (NAN) recalls that the new satellite pay TV was inaugurated on Oct. 1.

but sarah remained with him, she took care of him, goes to work and feed him
without complain, she later got married to
